The first step is to evaluate internal resources and appoint someone who is responsible for the activity as it's very easy to let a newsletter slip if key personnel are busy. Once the basic system is set up, the activity requires the building of a list, and ensuring that everyone on that list has opted-in to receiving communications from your company. Planning out content a few months in advance is also a good idea so that themes can be tied into promotional offers.
