If some of the prospective agencies have mocked up potential designs for the pitch, don't be unduly swayed. Several of our design partners have strict policies about not mocking up visual designs for pitches as they rarely address the core project needs (they aren't uncovered until the work begins with the client) and they can set the design on the wrong path as a result.
If the design agency doesn't talk about what the site needs to achieve, and how that need will be addressed by the site design, they may be strategically weak.
If a web designer tells you that the site needs to be built in Flash to give the best impact, don't choose them. Sites built in Flash can look beautiful but render any text content invisible to search engines.
Ask them how they encourage conversions through their visual design. If they can't answer the question, don't ask them back!
