How do I get to the top of the Google sponsored links list?
The positioning of your Google AdWords ad in the list of sponsored links is determined by two factors: the amount you are bidding and the success of your advert as judged by the number of people clicking on it (click-through rate). If your ad is well written, and therefore is getting a higher click-through rate than average, Google is more likely to display it above the other ads, as Google would also like your ad to be successful.
There is no reliable formula for calculating how much you need to bid, and what click through rate you need to always be at the top of the sponsored links section. The actions of the competing advertisers, time of day, industry popularity, and most probably other factors that only Google is aware of, will influence the results.
Ultimately, it's better to focus on refining your PPC campaign based on the behaviour of people once they have clicked through to your site, rather than whether your ad is at the top of the sponsored links list or halfway down the page.
