My designer says that Flash is the best way to make my site, is that a problem?

It is a problem if you are concerned about accessibility, visibility in search engines and in some cases, usability. Some flash sites are harder to navigate for people who are less experienced on the web as they tend to be interactive in less standard ways.

If the entire site is built in Flash, none of the text can be indexed by search engines, it can only be read by a human being looking at the page. It can effectively render your site invisible in organic search results. Due to the nature of flash encoding, it can also cause serious problems for visually impaired users whose specialist browsers won't be able to detect any text or standard tags on the page designed to orient the user.

If your goal is produce something for a narrow group of people that is conceptually groundbreaking or incredibly artistic, in circumstances where you will not need search engines to bring traffic and you can be certain that all users will be able to use it, then using Flash for the entire site is viable. However, so few sites fall into this category, that we would never advocate the use of Flash in entirety.
